Company: Rail Company - IT project

Conflict: Cost, programme and threat of sanctions from government and regulators.

Opportunities:
meet and exceed the demands of regulators
minimise the risks to trackworkers
minimise the risk to the travelling public

Regulator imposed new planning standard for engineering work to minimise the risk to track workers and the travellling public by improving the maintenance regime for the rail network.

The company was the subject of privatisation, experiencing poor public image due to a major train crash (subsequently three crashes dring the period of the project) and constraints imposed through maintenance contracts with contractors. Change processes were long and complex requiring amendments to rules and regulations governed by legislation.
